My own priority is generally on account wide items, this will be available to all current and future characters, even across different servers as long as they are all created under the same account. 
My suggestion is do not spend the points first, make a list of items that you wish to purchase, and buy them during the weekly promotions, this will stretch your 50k points even further. There is Mordor promotion running now, you can buy it if you want to. Since you already have Moria and Mirkwood but your characters are still low level, you do not have to buy Rohan, Isengard, and Mordor yet. Yes, you do not have to buy VIP and unlock the quest zones as 1PotatoAnd2Carrots suggested.
